If you do, don't run it indiscriminately. Take the time to look up every entry it offers to "clean" to know what it is and if you should allow it to touch it. If you don't know, then don't mess with it.
Its very easy to make things worse.
Use one like CCleaner that allows you to make a backup in case you go too far with it.
Might try uninstalling and reinstalling your graphics card driver too. There are driver cleaners out there, but be careful with those too.
I think sometimes Fraps tries to start up faster than it should, resulting in that DX9 issue. Try setting it to NOT startup with windows and run it manually when you need it.
