At least the waitresses are there only temporary - maximum two years I heard, and they are not allowed to start a relation while here, go out alone on their day off etc. On the other hand, North Korea is not above letting beautiful girls use their nubile bodies in order to spy on successful foreign Captains of Industry. Yes, I've dropped many hints  No, there weren't any takers. Most restaurants are state-owned (Korea), and I've heard the girls are specially selected for beauty.
