Ayup, I've found that they're very often local task forces scanning for illegal goods. It also helps to identify the model of spacecraft approaching, often the "police" craft are Federation fighters and whatnot, while I find that pirates tend to be Cobras.

You don't have to wait until he opens up on you... you need to scan him.

Face the target and lock on it.
Although I just hit Flight assist off, maximize shields and boost the heck out of there in case it is a homicidal maniac in a Eagle. So far, that (plus max power to engines) has worked every time for me. Only one time did they manage to damage me and that was my slow response the first time I tried it and the fact that they came in almost right on top of me.

Mind another thing... It can happen (I know, it happened to me) that the so called "pirate", the aggressor, is CLEAN- so even by scanning her/him you still shouldn't shoot at her/his ship. If that's the case you'll see the ship spraying bullets all over the place into trap-shooting you. Usually they lack the ---erhm--- spaceballs to actually hit you. I once played cat-&-mouse with this kind of AI for a good couple of minutes and then just speed-boosted my way out of dodge. What you can do once you're full speed-boosting away- if she/he follows up, you do a Starbuck flip (face backwards as you boost forward) and shoot what long range weapons you have to either keep'em off or slow them down as your drive charges. Hope this helps-

I had the same thing happen. Last night I jumped into an "Unknown signal location" and found a single ship flying around. After saying something nutty on the radio they started spraying shots everywhere. Naturally, not enjoying being shot at, I blasted the a-hole into a billion pieces, but ended up getting a murder charge for it. Ridiculous, but that's the way it works at the moment. Some dodged police and a station payment later and I was good to go. Remember while you go to work today, if someone chants something crazy and starts hosing the building you're working in with a machine gun you're only allowed to do something about it if you actually get hit

... Remember while you go to work today, if someone chants something crazy and starts hosing the building you're working in with a machine gun you're only allowed to do something about it if you actually get hit I seem to remember from a reliable source that they are only really shooting at you when you hear "the crack", and then you are free to shoot back. Maybe *phewphew* does not qualify as "the crack"

how do you pay? i had a fine and thought heading to the station was the solution but got blasted to bits You should be able to land anywhere, go into the "Contacts" section of the docking menu, and pay your fines via the Pilot's Federation. There shouldn't be any shooting within the no fire zone around a station unless there's a criminal attacking or the station itself has a crime committed against it. Note that this won't stop other players from just blasting the snot out of you for a quick buck. Also keep in mind that (AFAIK) minor fines have a 24 hour window where no one will bother you, but after that time your parking ticket becomes punishable by death.

If you're really in doubt I would leave for a different faction's system where the bounty isn't valid. Otherwise there's always the anarchy systems.
