This message keeps appearing in my right-hand notification bar.

The only two things I have plugged into USB ports on my computer are my keyboard and a wireless Netgear adapter.

The "Unknown USB Device" message in the dialog window isn't that helpful. I followed the advice to disconnect and click Reset but am still getting this message.

This is on my Win 7 reinstall on a different SSD drive, since I am not using the one that malfunctioned.

Sounds like the wireless adapter is trying to draw more power from that port than it can give.

Can you plug it into another port elsewhere?

That would be weird since its a dinky piece of hardware. But yeah I have and get the same message. Get the message even when it's not plugged in, only other thing plugged in my the corsair gaming keyboard, which takes two USb ports.
