I think Andrey means that while YES Germany adopted new paint scheme and vehicles left the factory that way. OLD vehicles in service might take quite a while before they made it in for a repainting job. Its not like white washing a vehicle. That only has to last threw the winter. The new mustard color needs more prep work. Need all that plus air brushes and bla bla bla. If painted on dirty old vehicles the paint will chip off really fast as it did not properly set.
Not meaning to stick words in mouth, but this is my guess. For vehicles 1943 was a year of great change. One front might have all the new colored toys while all the others are still using previous years stuff. Mius area from my understanding is one of these areas. Probably only Kursk area had a lot of mustard about.
