is 800Mhz your default Speed? is Core Voltage stable?
if its not down clocking to manage heat or power,
then its down clocking to: -recover (running an overclock with not enough voltage it will crash and recover in desktop mode.) -An desktop (non 3d) application is running, forcing it back to 3d mode.
given that it doesnt down clock when you drop the frequency, it might be the top option.
I was able to Overclock my 8800GTS significantly to gain 35-40% performance boost, over time it started to become unstable, and i had to periodically lower the overclock as it aged.

The DEfault speed is 700mhz I OC it too 800mhz.. It may be that after so long It is becomming unstable and I need to Declock it manually like you said over time it becomes unstable..
I have it now at 775mhz wich is still pretty quick..and it appears I am NOT suffering from the FPS Bug anylonger..

you could try 800MHz w/ a small Voltage Bump. (dont do it if you dont know how though).

I think as him being the Host and the Synclag you mention was probally his cause.. I hosted last night in Arma2:OA and his FPS where a little better about 30-45FPS..but the one night we both suffered even one night when he was experiencing the FPS Lag I was not?? So tell me more about this SyncLag issue?? I never heard of that before??

Well I SWAG that my Vid card was OC too high and running 24/7 was too much and chipped it a bit.. I had lowered my Clock setting down to default it still runs like a champ.. I guess OC so high 24/7 while running F@H was NOT such a good idea..Now to sort out Eugenes Problems but it has been pretty decent recently since I been hosting.. Eugene Perhaps Santa will leave you a present at your Doorstep this year..
