If by IP range you mean your IP number/locale, no. If so, I'd have been boned since I use two different cellular connections and the IP's I get assigned have me "geographically" placed all over the country even when I'm at home.
These are the criteria:

rated below:
• CPU ID: 13
• Windows PID: 3
• Computer Name: 3
• Hard drive volume serial number: 3
• MAC address: 6
• RAM amount: 6
Note that virtual machines can theoretically confuse the system.
Might be incorrect installer as well, have you tried the other one? You can remove the Ka-50 folder from the Mods subdirectory inside world and install the other one - though you should also be able to just doublecheck the exact name of your installer if you still have it on hand.
The upgrade version is:
KA-50_bsupd_1.2.0.63205.exe

Note the "bsupd" in the installer name for the upgrade installer.
