He's looking for IRO 13K dollars mainly for licenses and DRM apparently. A $20 contribution will get you access to a pre-release / beta. Unlike Kickstarter you are paying up front with this system. Here. The announcement has been a little buried in the ED forums!

Does the price include upgrades to meet compatibilty with future DCS patches? Eagle Dynamics is embracing 3rd party addons to be made and sold...

Second, where have you been? As said above, ED is fully open to exploring how the third party thing goes. Worst case scenario, it doesn't work and they simply don't develop further SDK's.
