I'm sorry, but I think the car in the pic is the one that did the hit and run as that looks like a graze contact (right phrase?) rather than an impact...
I'd been assuming that the cars had been parked parallel to each other, but it's difficult to imagine the plates getting snagged in the crack between the body and the door without first contacting with the corner of the "hitter" car". It does seem more likely that the car in the picture tried to park at a 90 degree angle to the car with(out) the plates and was too close and snagged the plates in the crack.
Where're are the MVA forensic gurus who provided their opinions on the brother's story about how the mom's car was hit while parked?

I had that happen to me several years ago. Someone hit the back of my truck while I was sitting at a light and then bolted. His front plate fell off and I just picked it up and turned it in as evidence.
