Here it is considered a road courtesy to flash your headlights to warn of speedtraps. The practice of bribing your way out of a ticket is so ingrained in the culture here, traffic cops in this country are roundly pilloried as a bunch of misfits.

One cannot be an accessory to a regulatory offence, only a criminal one. Speeding is not a criminal offence. It is a public safety regulatory offence. One could not be charged with being an accessory to speeding.

Yes. Maryland State Police had one of their "cut-out" speed traps stolen a few years ago after it was left out too long. I would like to see the dorm room it ended up in.

Sometime yes, sometimes no. There's no real consistency to it. Bottom line is most California drivers are idiots on the road, be it busy traffic or no traffic.
