http://www.arma3.com/ says Q4 2012, so unlikely before that. My guess would be Q1 2013, and if we remember back to initial releases of ARMA 1 and ARMA 2 there'll probably be some teething issues with new stuff. BIS actively patch like crazy, so if I had to bet your money on it I'd say something like the run up to Christmas this year? Dunno though..

The pre-order beta is supposed to start as early as November and as late as in two weeks.

It is not up on preorder yet I dont think but I remember reading a news blurb from BIS where they said they are shooting for preoders to start in November and that the beta will be accessible to anyone who preorders.

I'll probably get it on steam like I did with arma2.

Hopefully there will be less bugs this time. All of these ArmA2 beta patches are the patches to ArmA3.

The more holes they close now...
