When I bought my second copy to run my server on a whole different account I didn't have to download it. So he has to DL it from Steam once at least. I also picked up this sim on sale. The code shows up as soon as you start the Steam download. At which point you can just stop it. So, no need to download all of it through Steam, if you don't want to.
