Yes, because the ability to build an island that small automatically means you could build your own Taiwan, Cuba, or even Greenland. It would obviously be practical, cost-effective, and take limited time. That's why after all we have dozens of islands with populations of millions that are all man-made all over the place.
[admin edit: personal attacks = off]Next you'll say that since we built a space shuttle, we could easily make an aircraft carrier into a deep-space transport and fly to Jupiter. Or since we've figured out how to broadcast an electron from one location to another, we'll have Star Trek-style transporters tomorrow. Just because you have to know how to stand before you can run doesn't mean that the ability to stand equals winning a marathon.
