Installation:
-put the "Watkins Glen.rfcmp"-file into your ..\rFactor2\Packages Folder
-start the rF2-Launcher and select "Manage MODS2
-click on "Options" -> "Show MODS only"
-search for "Watkins Glen 0.2" -> Rightclick on it -> Intstall

Alternative:
-start rFactor2 -> go to components -> search for "Watkins Glen 0.2" -> Install

sweet...thx...finally a track I know.

Downloaded and installed, but it's not showing up in game...

I used the mod manager option and unselected the 'show mods only' option, but when I load it up I can't see Watkins Glen...

Use all tracks and mods mod.

Ya I tried to install it... even both ways and with the all tracks and mods/cars mod... never could get it to show up... sure hope all of the upcoming mods for rF2 aren't as difficult to get running, one of two reasons why I never did rF1.
