I would imagine the map will be exactly what you want it to be. If you want to keep it "real" you would fly "training missions"', if you want to use it for actual combat you could set the scenario to suit.
After all it's just a map, what you do with the map is up to the end user. If you think it's unrealistic to have enemy forces on it, I suppose the same could be said of the current map. As as far as I'm aware there are no US forces currently flying combat missions there either. ( Could you more easily imagine combat missions over the black sea area, yes of course but hopefully you see what I'm getting at ).
I will use the map as a sandbox, as I'm sure many others will do, and create missions using the map to "simulate" current ops in Afganistan or past ops in Iraq, etc. ( I will just have to be careful where I place the enemy units, I can't remember seeing Ceasers Palace in Helmand.
