They already have been doing that, it's been around for ages. Women even used to deliberately consume toxins because it would turn the skin tone more sickly pale. Beauty standards for women were also Rubenesque at one time, since pale, large, lumpy women were signs of an upper class upbringing (i.e., not someone who worked outside for a living and had lean, darker bodies).
However, I think most people's standards are more in the middle- a tan, or just medium complexion look, i.e., Mediterranean, seems to be universally attractive. There are of course deviations into either side of pale or very dark, but generally, you almost can't go wrong with that in broader society.
