why was he arrested ? was it becouse he took pic of the police car ? or does france have some law against deviating the driver attention.

It is forbidden because he is deviating the drivers attention, but they probably took him too because standing at the road side is potentially dangerous for him, he could be insane, etc etc...
I''ve heard that someone got a ticket because he installed a fake radar in his own street, just to make the cars slow down in front of his home.
