... Setting in HOTAS section of your "Controls" in-game list, mouse wheel in any suitable slot (just rotate it after having selected the slot by clicking on it). I set it for Radiator. which now can be opened/closed by 2% steps.

This DOES NOT interfere with new 4.11 6DoF function when managed by mouse.

ERRATA CORRIGE:

it DOES conflict with 6DoF managed by mouse, since when you go up and down with head by mouse wheel, also radiator opens and closes as well. Sorry, can't understand why I didn't notice when tested earlier. In addition it blocks use of mouse wheel as zoom on mini-map.
