Battle over Europe has some old snd and dll files that are probably causing you the problem. I would try installing all the patches from v4.08m to v4.11m and see if that fixes your problem.

I have BoE too and I always hated their copy protection for it because of the problem that you just experienced. If you could install it to a temporary file on your desktop and then install the files manually you wouldn't run into this problem.

You might want to make a copy of your current install and save it someplace so you won't need to do a full install again if something breaks.
