its prolly not the driver, if something is "on/off" ing windows wont be able to link and get the hardware info from the USB controller in the device. So it continues to pop up every time the device powers on and then off before the system can see what kind of device it is.
If the drive works fine, and there are no NTFS/HDD errors in the event viewer, then its not the HDD windows is barking about.
Its possible the power draw from the USB Drive is knocking out the power to one of the other ports.
( i have this issue when i plug in drives to my front panel ports, the power draw either knocks out whatever else is on the front panel ports, or everything.)
