Okay so i havent paid much attention to the rules of this series, why are they being penalised for setting fast laptimes like 2:04's??

Not sure I understand it totally but before the race, they had to designate a target lap time and according to that lap time it determined how much fuel they could take on at each refueling stop and I think how much weight would be added to the car, but not sure about the weight part of that. The rule I was most impressed with was the code 60 rule insead of the pace car. Basically what it meant was that instead of a pace car coming out and bunching up the field, when a code 60 was called purple flags were shown around the circuit and the drivers had to drive at 60 mph for the durating of the purple flag period.

yup the code 60 worked very very well indeed could see it being adopted for alot of other series its a good idea indeed

Would they have a speed limiter specifically for 60, or is that the same as the pit speed? Is there track side radar?

They didnt have a speed limiter but they did have transponders in the cars so race control could see who broke the code 60 and impose penalties as apropriate. It would be a good idea though to have a button similar to the pit lane limiter for the code 60.
