If you want actual rally, as in, decently long special stages and a whole bunch of countries, driving against the clock, then Dirt3 imho is not it. WRC 2010 may not have the "feel" to it that Dirt3 has, but it has 13 countries with about 25 minutes of stages for each (6 stages per country, about 4 minutes one stage), Dirt3 has about 5 countries with 15 minutes stages for each. Dirt3 doesn't have cumulative damage either.
If you want offroad, Rallycross and such then Dirt will do. The new WRC2 actually has just been released, it should be about what WRC 2010 was, with a bit more polish.
