In the attached PDF, this article describes improvements made to Carrier/Naval Operations in BMS. The highlights are:

It is now possible to assign naval units in campaign(s) and tactical engagement (TE) missions in the Mission Editor with aircraft squadrons assigned to them.
A carrier unit is now essentially treated the same as a land airbase and has ATC (Tower) and TACAN capability.
Human pilots may spawn in parking, taxi, takeoff, land and taxi to parking on carriers along with AI aircraft.
The carrier has a much more realistic catapult and cable arresting system designed in concert with the Advanced Flight Model (AFM) for various naval aircraft (F-14, F-18 ).
Guidance for campaign/theater developers on how to add naval units to their theaters.

If you have a soft spot in you for naval operations, give it a try!
