I'm going to say photoshop based on the amount, but when I lived on the 7th floor of an apartment I was flooded out - twice. I'm talking about 3 inches of standing water which had pooled to one side of the apartment. I actually bailed out my apartment while waiting for management to send someone. I bailed it over the balcony.
So why? A few down pipes converged to one pipe just at my floor level. They junction got clogged and it backed up. So it came out my kitchen sinks and the dishwasher. Both times I had been out, the first and worst time for the entire weekend. Just about all my stuff was safe because I learned from living on a boat for a while never keep anything at floor level.
