In particular its the "tear drop" that I want to make scalable so that when it gets bigger it doesnt lose its resolution?

I doubt you will be able to do much with that as the resolution is already low at its current size. The whole logo is only 460x100. All you can do is try and copy it at a high resolution so you can re-size it.

You'd need to translate the original in a vector format, which is doable, but would need the original at two times the size at least, preferable much larger...

Ok, Ill see what I can find as thats the only copy of the logo that I could find when I was looking for something better to use.

So, could I use paintshop to convert the image in to a vector format?

Inkscape is free and can do that... but as has been said, you'd still need a much larger version to get all the detail.
