In preview, there was visual damage model including holes where round hit. Is there some hidden settings that enable graphical damage model for tanks/vehicals etc?

There is no graphical damage model for tanks/vehicals. I have read it somewhere in the BF CM:BfN forum.

No damage decals. BF never claimed there would be so it could not have been in a preview. They state that they have it on the To Do list but that is a pretty long one.

it is announced through pop up messages around the tank that is hit what is hit though. Hull penetration for instance may be announced.

Yep, they do and I suggest you get Vein's mods that improve those effects.
