I was wondering if there was an-ingame FPS command to get a guage of performance with different settings/ in different conditions?
(basically is there and "fps START SHOW" and how to activate it)

Similarly, has any equivalent to "the Black Death" track emerged as a standard to measure graphic performance against?

No, there is none. You will have to use Fraps instead.
