Ok, let's return to first steps, have you followed the instructions? I mean, have you extracted the .zip file to the folder where Rise of Flight is installed? From the readme.txt:

Unzip this into your main ROF directory. It will create a folder called RofCampaign. That folder will contain an executable jar called RofCampaign.jar. Double click on the jar and the program starts.

You don't open the rofcampaign.jar, it is like an executable (.exe) it is a program in it's own right.
As Laser says extract the zip file contents to your RoF folder.


Once that is done browse to the RoFCampaign folder and double click on the rofcampaign.jar.


If it doesn't open with a double click, right click the rofcampaign.jar and select open with.
Browse to your java\bin folder and select javaw.exe.

That should open the Campaign GUI up

Looking at the Icon for the .jar file I can see it isn't associated to java still.
Right click the icon select open with then browse to C:\program files\java\jre_xx_xx\bin\javaw.exe

jre_xx_xx refers to the build of Java you are using. eg: jre1.5.0_06

Hmm...don't really know, as everyone else who had your issue solved it by following these steps. Perhaps someone else can offer another solution.

OK downloaded the campaign file again and uninstalled Java and re installed it and still no luck, in danger of becoming a bit of an obsession.
