No.

Since version 2.460, SB Pro is Vista and Win 7 compliant, both 64 and 32 bit. It still is a 32 bit application, but for all practical matters that isn't terribly relevant for SB Pro PE.
WRT software, it's funny. People seem to be fixated on stuff that they can touch, and have no problem paying a heap of money for the hardware ... which actually is utterly useless without software. And looking at my PC, the software that I need easily exceeds the value of the hardware on which it is installed. Over the past two decades I have spend a LOT more money on the software than on the actual computers. And typically the software lasts longer than the hardware. Since I started with Steel Beasts I've gone through a 486DX4/100, a Pentium 66, a Celeron 400, an Athlon 1.5 GHz, and Athlon64/3500, and currently some Intel dual core machine (I don't even care to remember the CPU speed). Six computers in one decade, not counting the four notebooks during the last seven years. How can we seriously argue that hardware offers more long-term use?
