Didn't play WoP for quite some time, but I remember I had high hopes when a mission builder was announced as "we'd like to add one".

I haven't followed this forum for a couple of months, so: has a mission editor been released yet?

Nope, and unlikely to be one now as it looks like most stuff has been shifted towards a sequel.
