There's a utility to turn any conventional force-feedback joystick into a makeshift gated shifter. Perhaps it could be modified a bit further to do just that.
As for the mod itself: I'm guessing this is to force people to double-clutch properly, as if there is no such thing as a synchronized manual transmission?
