Personally, I would go with FS2. Especially since you can download the FS1 campaign converted to the Opensource FS2 engine, which looks a lot better than the original.

Another thing: if you're not sure about the engine, give this a go:
Wing Commander Saga

You can download the episode for free, and you can see what the FS2 engine can do.
