Turn on Tripple buffer and Vertical Sync in your GFX profile. Then edit your EECH.INI as follows-

cbar=1000.0 # distance that city blocks resolve (n = meters) (def = 500)
mfr=60 # maximum visual frame rate (n = frame rate) (def = 30)

Isn't tripple buffer only for Open GL and isn't upping the cbar just going to lower frame rates? In my experience, you always see a big drop when the flir or low light camera is on, because it's a 3d world within a world being rendered.
