But what you could do is download a software application that will allow you to rebind your keys. Use the keyboard layout pdf to have keys do whatever you want to. Make sure it has the ability to toggle on and off so if you alt tab you have your keyboard back.
XMouse control is something I used when I turned my mouse into a throttle joystick. It allowed me to rebind all functions including holding down a key ex. aaaaaaaaaaaaa. I binded my 4th mouse button to control+delete and also turning off the joystick input so it would switch to free look leaving the throttle/collective where it was when I toggled it.

However you would have to have a shourtcut for a key to switch it back and forth. I'll looking at the application now to see how easy it would be because I am horrible at remembering keys for LOMAC.

The keyboard program works but make sure you validate the new layout and its successfull and if your testing it out in notepad, after you load the new layout reopen it or it will run as the old layout when you have the new one loaded. There is an option within Control Panel->Regional and Language Options->Language Tab->Details->Settings Tab->Preferences-Key Settings. This allows you to choose what key combo to switch between you new and regular layout.
