So a small independent, internet-based publisher is releasing this but no dedicated North American publishers? Confusing at best.

Also, how can this game be in localization phase when there is already an English language version released in Australia?

The version they are rreleasing is in direct cooperation with Akella, not the previous 1C released version, at least that is what Martin von Balkom from Battlefront stated in their forums, what differences there might be I don't know, but from other snippets of info there's around then Akella is more sim minded with theirs than 1C was with their version

Looks to be a bunch of repurposed stuff we have seen before. I guess it's a good thing that they are taking the time to create videos and promote a language version of the game that has already been released elsewhere in the world, instead of putting out the damn thing so I can buy it. Time well spent.
