is there any flares drop in F4AF. i see only anti-radar CM are in but no flares. can anyone tell me how can i drop flares?

You have to switch your C/M program. Right now you are probably on program 1 which is only chaff. Flares with some chaff I believe is program 3. The switch in question is located on the same panel your landing gear lever is at, near the bottom. The rotary switch is labeled PGRM and has indicators for positions 1 through 4. I don't recall what keyboard command that is because I have it programmed into my cockpit setup. It's Shift and either w & q, or x & z. Onc increases the dial and one decreases.

I am confused why the command list has an option to launch flares but, all it really does is activate the currently programmed c/m option.

It's because it is used for simplified avionics, but most flyers don't use simplified.
