I would say the tugs let go too soon. Lots of crazy currents to contend with and high winds. Who calls for the tugs to let go? The tug commander or the ship commander? As far as I know, the 'tug commander' or Harbor Pilot, is in command until the ship reaches a point where it is safe for the ship to travel on its own.
