Holy cow...... this made me do something I rarely do...adjust settings when things seem to be ok.

In the nvidia settings I changed my VS from

"on" ...what I normaly use and get steady 60 fps
"Adaptiv 1/2 rate"....33 fps, yuck
"Fast" 100+ fps and no tearing!!
