I suspect the issue is more to do with the Steam pricing model than anything else: it assumes that there is a 'core application' plus DLC, and can't really handle the way BoX does 'buy what you want to use only'. And as the Oden notes, Steam also won't permit beta DLC, which would make it rather difficult for the BoX developers to put anything out for testing without having to support parallel installs and servers. Personally, I can't see any great reason to use Steam for BoX: the developers own installer handles updates well enough.
