Do you have a third party add on like REX? If you have a theme set up in REX (which may include rain) it will over-ride the FSX setting.

IMO the latest Vista surpasses XP for gaming. From what I've seen of W7 so far it exceeds Vista. I would not be wary of W7 as I was of the initial release of W7. Like it or lump it, W7 is the path forward.
